it cannot be expunged in pennsylvania if you are convicted of this charge. currently the way the law is. >> you know, if philadelphia passes this law, does it change enforcement of marijuana possession? how can the city benefit? >> right now, they have a program called the fan program. a small amount of marijuana possession in philadelphia. if you get caught right now, you are arrested, you are booked, you are photographed. you get put into a program the district attorney's office runs. if you complete that program, you pay a $200 fine and it's wiped off your record. with the new program, instead of wasting resources of them having to arrest, book, photograph, what happens is you get a summary fine. if you pay that fine, it is wiped off your record. the difference is having this go through the process and wasting the resources of the police department and now just being able to send that $25 fine in. they both get wiped off your record. it's similar to the program they have now. the district attorney's office does have that program for a reason and recognize
